2021年1月8号，“三进三同步”系列活动之首届临港新片区外籍留学生创新创业推介会在临港新片区海立方科技园顺利举行。新片区管委会党群工作部（人力资源处）副部长杨武，上海临港海洋高新技术产业发展有限公司总经理陈嘉麟，上海海洋大学国际文化交流学院院长游录泉，上海电力大学国际交流学院常务副院长王志萍，上海电机学院国际交流与合作处副处长石冶，上海海事大学国际教育学院办公室主任胡方方，上海建桥学院国际交流处陈栋鑫等相关领导、企业家出席了本次推介会。参加本次活动的还有来自全球45个国家的84名外籍留学生，就读于同济大学、东华大学、华东师范大学、上海海洋大学、上海海事大学、上海电机学院、上海电力大学等11所知名院校，其中包括48名在读本科生，21名在读硕士生，15名在读博士生，另外还有2名外籍在华工作人员。
On Jan.8th, "Three Enterings and Three Synchronization" Series Activities——“Promotion Conference of Innovation and Entrepreneurship for International Talents in China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area” was successfully held in Marine Cube Science and Technology Park. Deputy head of Division of Human Resources of Lin-gang Special Area Administration Mr Yang Wu, General Manager of Shanghai Lingang Marine High-tech Industry Co., Ltd, Mr Chen Jialin, Dean of the School of International Cultural Exchange of Shanghai Ocean University Mr You Luquan, Executive Vice-Dean of School of International Cultural Exchange of Shanghai University of Electric Power Ms Wang Zhiping, Vice Director of International Exchange and Cooperation Department of Shanghai Dianji University Mr Shi Ye, Office Director of School of International Education of Shanghai Maritime University Ms Hu Fangfang, International Exchange and Cooperation Office of Shanghai Jian Qiao University Mr Chen Dongxin and relevant leaders, entrepreneurs and teachers attended this promotion meeting. Among all the attendees, there are also 84 international students from 45 countries around the world studying in 11 universities in Shanghai including Tongji University, Donghua University, East China Normal University, Shanghai Ocean University, Shanghai Maritime University, Shanghai Dianji University, and Shanghai Electric Power University. Among all participants, 48 are undergraduate students, 21 are master students, 15 are PhD students, and 2 foreign employees in China.
活动上午，与会外籍留学生先后参观了新片区管委会展厅、园区企业彩虹鱼、海客空间以及海客咖啡。下午1点钟，本次推介会在海立方科技园16号楼1楼报告厅正式举行。活动伊始，杨武代表临港新片区管委会对大家的到来表示诚挚的欢迎，对本次推介会的举行表示热烈的祝贺。他表示，虽然新冠肺炎疫情在全球蔓延，但各位外籍人才的到来坚定了我们对中外合作共赢、共创美好未来的信心！杨部长也在致辞中表示，人才是第一资源，创新是第一动力，将临港新片区打造成为全球人才创新创业首选地是我们的目标，在座各位在内的海内外人才都是我们的朋友和潜在服务对象。我们同时也希望大家能够带着对临港新片区的美好印象回去，并向身边的朋友积极宣传和推荐临港新片区，做好临港新片区与世界各地交流合作的使者。
In the morning, participants visited the exhibition hall of the administration of Lin-gang, entrepreneurship park representative enterprises: Shanghai RainbowFish Ocean Technology, Haiker Space and Haiker Coffee. At 13:00 in the afternoon, the promotion meeting was officially held in the lecture hall on the 1st floor of Building 16, Marine Cube Science and Technology Park. At the beginning of the event, Mr Yang Wu, on behalf of the Administration of Lin-gang Special Area, extended a sincere welcome to participants, and warmly congratulated the holding of this promotion meeting. He said that although the pandemic is spreading around the world, the arrival of foreign talents has strengthened our confidence in the win-win cooperation between China and foreign countries! Mr Yang also stated that “talent is the first resource and innovation is the first driving force. It is our goal to build the Lin-gang Special Area into the first choice for global talent innovation and entrepreneurship! All domestic and abroad talents are our friends and potential clients. We also hope that everyone can return with a good impression of Lin-gang, and actively promote and recommend Lin-gang to friends, and be an ambassador for Lin-gang to communicate and cooperate with all over the world.”
陈嘉麟在致辞中表示旗下港城·海客空间顺势成为临港新片区留学人员创业园，这是一个时代的机遇。因此，为吸引广大海外留学人员与外籍人才，架起与世界沟通的桥梁，留创园将从秉持重视人才的理念、鼓励创新创业、营造更为宽松的创新创业环境、继续完善服务体系等方面出发，发展成为归国留学人员的温馨之家、海外人才创新创业的热土。
Mr Chen Jialin stated that “Marine High-tech Park is working hard, and its subordinate HarborCity·Haiker Space has become a pioneering park for overseas students in Lin-gang. This is an opportunity of an era. Therefore, in order to attract overseas students and foreign talents and build a bridge to communicate with the world, our entrepreneurship park will develop into a warm home for returned overseas students and a hot spot for innovation and entrepreneurship by overseas talents from the perspective of adhering to the concept of valuing talents, encouraging innovation and entrepreneurship, creating a more relaxed environment for innovation and entrepreneurship, and continuing to improve the service system.”
本次推介会上，来自临港新片区管委会（党群工作部人力资源处）的海外人才专员夏佳妮从境外人才个人税赋差额补贴、从业自由及工作便利、出入境和停居留便利、全面聚集海外人才等方面讲解了临港新片区外籍人才政策。上海临港海洋高新技术产业发展有限公司创新服务部副经理瞿益峰为我们讲解了留创园政策及概况。临港海洋高新园区旗下产品体系包括海客空间——孵化器，海洋科技广场、海立方科技园——加速器，海立方装备园——生产基地，为创业团队与初创企业“保驾护航”，为区域经济发展输送新的活力。
Xia Jiani, the overseas talent specialist from Division of Human Resources of Lin-gang Special Area Administration, gave a detailed presentation from the personal tax difference of foreign talents, freedom of employment and work convenience, convenience for entry and exit and residence, to the policy of foreign talents in Lin-gang. Qu Yifeng, deputy manager of the Innovation Service Department of Shanghai Lin-gang Marine High-tech Industry Development Co., Ltd., explained the policy and general situation of the Entrepreneurship Park. The product system of Lin-gang Marine High-tech Park includes Haiker Space-incubator, Marine Science and Technology Plaza, Marine Cube Science Park-accelerator, Hai Cube Equipment Park-production base, which "escorts" entrepreneurial teams and start-ups and serves the region economic development and conveys new vitality.
会上，与会的外籍留学生们仔细聆听政策解读以及园区介绍，不仅对新片区有了更加清晰的了解，也对外籍人才创新创业政策产生了极大的兴趣，纷纷表示非常愿意来临港进行工作和创业。他们结合自己的在华学习情况以及就业意向积极提问，希望自己能够符合引入外籍人才的条件，为毕业后来临港进行创新创业做准备。此外，本次会议还设有茶歇以及抽奖环节，既营造了轻松、愉悦的会议氛围，也给所有参会人员留下了美好的回忆。会后，与会的各位领导以及外籍人士一起合影留念，为本次推介会画上了圆满的句号。
At the meeting, foreign students attending the meeting carefully listened to the policy interpretation and the introduction of the park. Not only did they have a clearer understanding of Lin-gang, but also they showed great interest in the innovation and entrepreneurship policies for foreign talents, and many of them expressed their willingness to come to Lin-gang for work and entrepreneurship. They actively asked questions based on their study situation in China and their employment intentions, hoping that they could meet the requirements for introducing foreign talents and prepare for Lin-gang’s innovation and entrepreneurship after graduation. In addition, this conference also has a tea break and a lottery draw part, which not only created a relaxed and pleasant meeting atmosphere, but also left good memories for all participants. After the meeting, all the leaders and foreigners who attended the meeting took a group photo to mark the end of the promotion meeting.

Lin-gang will promote all-round and high-level opening in a deeper, broader, and more vigorous manner. It will also become an open, innovative and modern new city with smart ecology, industry-city integration, and livable industry. At the same time, the Lin-gang Special Area Administration will join hands with Lin-gang Marine High-tech Park to make continuous efforts to build Lin-gang as an international talent highland and become an important base for international innovation.
